Your installer is correct. Most travertine contains many holes that are filled with a cement filler. The cement filler does not take a shine when polished. There are fillers that can be used that will take a shine, however. 

If you are looking for a more consistent shine, your installer or stone restoration contractor will need to remove the cement filler and replace it with one of the other types of fillers. For example, non-sanded epoxy grout can be used. There are other fillers made just for this purpose. Contact your stone and tile pro to get the job done for you, though. It’s not a  DIY project.
